The following are major issues in Public schools that have a major impact on learning:
1 Principals of schools have little choice over the teachers sent from the government,
2 Teachers are rewarded based on length of service, not competence,
3 Teachers have no powers to control disruptive students that are ruining learning for everyone else.
These are the differences that allow independent schools with similar funding to far out perform their public school rivals.
However, as this would mean taking on the powerful teachers' union which labor cannot do.
