Labor's great panacea for everything is to throw taxpayer's money at a problem. The reality is that in spite of schools getting far more money per student in real terms than a decade ago, the outcomes have dropped, particularly in the last few years. Implementing Gonski alone will repeat this folly.

The following are major issues in Public schools that have a major impact on learning:

1 Principals of schools have little choice over the teachers sent from the government,
2 Teachers are rewarded based on length of service, not competence,
3 Teachers have no powers to control disruptive students that are ruining learning for everyone else.

These are the differences that allow independent schools with similar funding to far out perform their public school rivals.

However, as this would mean taking on the powerful teachers' union which labor cannot do.
