India's construction of two hydroelectric dams on the Indus River threaten Pakistan's water supply.

This seems to be more of the extremely muddled thinking that patently emanates from fundamentalists, I believe, who failing to find an issue that supports their particular brand of fanatical ideology, invent one?
For around two years now, Pakistan has held out the begging bowl for international donations, due to the massive dislocation and disease caused by record flooding! Water shortages?
Yes, the dams in question will hold back water, mitigate against future flood events and moderate flows. Given recent flood events this will likely be no bad thing. Neither will be the out of season guaranteed flows, which are a product of sending sustained volumes of water through turbines day and night.
Moreover, we see in places like NZ, which is mostly powered by hydro schemes, flood season overflows! After all, dams can only hold back so much water.
In a wetter warmer future, with greater median rainfall numbers, dams that regulate the feast or famine nature of the monsoon and other rainfall events, will be both obligatory and myriad.
I believe the real if un-stated concern here, is the very rapid economic development of India, which is not replicated in Pakistan; an obviously envious and splinted nation, clearly divided against itself.
A problem further compounded by a medieval belief system and or, fundamental fatuously flawed fanaticism. Rhrosty.

While the author is clearly an expert on Pakistan and water, he ignores the wider issues of population, food security and climate change. Both countries are growing much too rapidly: Pakistan will double its population in 43 years and India in 54 if current growth rates (1.6% and 1.3% respectively) are maintained. Meanwhile the lower elevation Himalayan glaciers are melting. That will make the major rivers flowing from them more seasonal, disrupting irrigation and thus food supply. Yet as populations grow, more food will be needed. Climate change will increase the likelihood of severe weather events such as the floods that ravaged Pakistan a couple of years ago.

While these conditions prevail, I have little faith that Pakistan and India can avoid water wars. We can only hope that each country diverts some of the resources currently going into nuclear arms build-up into family planning such that future demand for food can be minimised.

…Israel is the global example of rule by “might” with a history of successful theft of water from the Jordan and its tributaries. No peace will exist between Arabs and Israelis under the circumstance of head waters originating in Arab lands.

...Wars for water demand no predictive prescient foresight and are inevitable, in-spite of international norms in law which govern shared national water use!

Sadly, it is hard to disagree with Diver Dan elegant and brief summation. Rhrosty.

Diver Dan is spot on.They are trying to create friction between India and Pakistan. It is the old Western/Zionist tactic of divide and conquer.India has in a trading alliance with Brazil,Russian,Inda,China and now South Africa.BRICS.They are now forming a financial alliance to rival the Western Banking Cartels.

Israel is looking very lonely and even Obama is ignoring their lies about Iran.

India should look at the big picture. If the dam projects are for a total of less than 100 megawatts this is a miniscule amount of electical power in India's very large electrical grid.

India's relations with Pakistan are almost always under strain. There has already been conflict between these nations beyond reason.

It is much more important that India avoid war with Pakistan and not increase tension over a couple of construction projects.
