Canada is now working to convince the international community that the global market is in jeopardy if polices 'discriminate against oil sands'.

"...someone has managed to find a pretext for declaring oil sands environmentally unsafe..."

Well they wouldn't have had to look too far to see the environmental devastation associated with oil sands mining:
