Would it not be best to encourage the introduction of bill of rights through @state & territory cf federally... As this would allow freedom to change those matters that alter with time and with common law interpretation across states as matters arise before the various courts. The political influence would then be more varied as opposed with Commonwealth intriduction of same, which would also, in essence, further restrict powers of the States
