Not entirely. For a time, the French launched more rockets than any other country. http://www.fas.org/spp/guide/france/agency/index.html There are some doubts regards early space travel, (IE did it actually occur, or could it occur with such primitive equipment), but there should be some tribute to the number of lives lost on all sides. Space travel is a very high risk business and Gagarin was an exceptionally brave man to risk his life on that first venture of a human into space.
The Americans also numerous lives through accidents in their space program. The Russians' booster has proven to be the most reliable in the industry.
