I agree with Andrew's comments but would go further by saying that the Commission has probably underestimated the second and succeeding round effects of rural commodity R&D on both agriculture and the wider community. While these are hard to estimate history has shown they are often (esp strategically) significant. In fact one of the things that positioned the US after the Great Depression was the then Secretary for Agriculture convincing the President to increase agricultural research in preparation for the economic recovery. That is why there was significant change in US agriculture after the 1930's.
