Here's a thought.

Anyone taking a dollar from this pot should be required to provide proof, once the programme is completed, that it has been a success.

Should they be unable to provide such proof, they should be required to repay the full amount.

Should the audit show that the initiative has in fact worsened the situation, they should be required to repay double the amount, or go to jail.

It is a process that could easily be adopted for all such "government initiatives", which tend to be announced with a fanfare and then buried.

If the research is done properly, and the programmes conducted professionally, then our money is well spent. If - as is most often the case - it simply disappears into someone's pocket, then we should be entitled to redress.

"Abstinence-only education" as it stands is simply a novel way to funnel more money into the churches. If they were legally responsible for the results, they might think before spending our money on feathering their own nests.
