The great disadvantage of having fixed terms, as the Americans discovered with Richard Nixon, is that it is too hard to get rid of them before time.
Under our system, the Prime Minister holds his office during the pleasure of the Governor-General, and can be removed at any time. The Japanese were admiring this system a few years ago, when their Prime Minister fell into a coma, and they couldn't wake him up to resign. Any such changes would have to go to the people in referendum, and that would have the usual result. What very few people seem to realise is that Howard has won the election in a masterstroke. We'll all have to vote for him now, as that is the only way we can discover whether the undertaking to retire before the next election was a core promise or not. In this country we generally do not elect the person who will run government. It has become standard for potential leadership candidates to be given the job by the previous occupant.
Why do we allow that? Would the septics allow George Bush to give his job to Jeb Bush? NO So why do we tolerate it here?
If we have a change of leader then the whole government must go and a general election held. That way governments would never change leaders outside the election cycle.
Why? Simple. Wasting money and forcing people to elections ensures they would lose.
The best way to fix our government's and electoral process would be a combination of abolishing political Parties, removing any funding except personally paid for and personally delivered.
What the hell does that second bit mean, about personal paying for ads etc?
What it does is ensure that candidates focus on their own electorate only. Unless they are multi millionaires of course. But if this system was adopted then the public would know exactly who and when advertising outside the electorate occurs.
The future is to change MP's loyalty from Party to People, to their electorates and how they can actually represent them rather than just occupying the seat.
