The problem really lies with the lack of knowledge that potential students have. There is very little awareness of Geosciences or Earth sciences at school level.
Students doing and with an interest in Chemistry, Physics, biology and/or Geography at school seem to only see 'straight' science as an option.
My son started in Geosciences this year. This is because of his knowing about my father's very interesting career as a geologist. His top subjects at school were geography, chemistry and biology at a very good private school, yet at no stage was geosciences suggested as a potential area of study.
People know about Medicine, Bachelor of Arts, Law, etc, but not about geosciences. What it is all about and all the things you can do with a degree from this faculty.
Faculties are not getting students? Go and do some PR. Send a geologist or geophysicist to talk about their career and their life to year 10/11/12 students and you'll get your enrolments.
