The author has mentioned “divorce” and a need for adequate “housing”. I have often wondered about a connection between the two.

There are nearly 1,000 divorces occurring per week, and maybe more separations from de-facto relationships. But when a divorce or separation occurs, both the man and the woman must now live in separate accommodation. Many don’t get re-married or form other relationships whereby accommodation is shared.

This eventually creates a demand for accommodation that can outstrip supply, and it drives up the cost of accommodation. The end result is sub-standard accommodation, often in an environment that is not greatly suitable for raising children. It also leads to high mortgage costs, whereby both parents have to work longer hours to pay off the loans.

This is in a country where the population growth rate is nearly static.

Seems to me that this is a problem as old as civilisation itself. Cities have had their poor and disadvantaged areas for all of history, this problem is nothing new.

The horrific murder of Chloe has nothing to do with poverty. She was murdered by an evil monster who could have come from any level of society. To say that poverty was the catalyst of this is to insult every good, decent person who lives their lives causing no harm to others even though they may be classed as "poor". Most poor people do not rape or murder nor do they abuse or maltreat their children. Being "poor" doesn't have to go hand in hand with misery, hopelessness, despair and squalor.
