I have just been reading Cameron Andrews article "Is Howard serious about asking Australians to reduce Senate Checks", Andrew was forecasting a Liberal Senate. In the article Andrew mentioned a soon-to-be-released discussion paper on constitutional change. I havent been able to locate a discussion paper that seems to fit the bill and would really like any hints in finding it, I am very interested in what the Senate will mean in reality after July.
