Converting COP to a video conference might solve two problems; eliminating the flights and not facilitating back room deals. Online media could publish graphs of who is reducing emissions and who is not. That is, international naming and shaming assuming any country feels shame.

If that doesn't work we might have to accept the fact that every last drop of oil, gas and coal that are still economic to extract will get burned. The good/bad news is that they will run out.
