In many cases, the drugging and counselling, at great expense to the community, results from lazy, or incompetent, or selfish, parents; many of whom farm their kids out to strangers so that they, the parents, can chase the mighty dollar or 'fulfil themselves'. Lots of them barely cover the cost of childcare, and whine for more and more government relief. Governments, in turn, oblige with more vote-buying taxpayer money.

Horrible, weird children are just another symptom of rooted Western society.
