Willing? That would be why the police have had to be set onto so many pricks who are definitely not willing to do the right thing. It's no good jabbering about how good most people are; it's the idiot minority who are spreading the virus. As with most things these days, the majority is irrelevant.
As for all this "we are all in it together" crap from politicians and 'personalities', it's a case of 'the Devil take the hindmost, and stock up on toilet paper'. The police have had to be put onto barbarians and idiots unwilling to do the right thing - it doesn't matter what the do-gooders say about 'most people'. Most people are not the problem when it comes to the China virus.
The "blunt instrument" referred to by this person is the only way to go; and it should have been employed right from the beginning. It is not as though authorities aren't aware of the idiot minority and it's disproportionate effect on society - thanks to social engineering by the burgeoning extreme Left in this country.
