The selected area already has some infrastructure to support the new capital. There are two international airports in Balikpapan and Samarinda, and a sea port in Balikpapan.

Here's a plan.

Construct land bridges between Indonesia and Australia; a fast train track beside a super highway between Darwin and Sydney, employ Chinese engineers and investment brokers to rebuild Sydney to accommodate 35m people.
Install millions of bores into the Sydney sandstone bedrock. Flood the underground coal mine labyrinth with filtered sea water,ensuring an endless supply of potable water for domestic and small intensive farming enterprises.

Offer every Israeli a free visa and nut sundae ice creams for their siblings, and a guaranteed network of synagogues, to immigrate to Australia and initiate an irrigation system capable of supporting sustainable agriculture in the Sydney basin.

Give Al the dream job of a lifetime, overseeing the construction of multiplicity networks of thorium powered electrical generators encircling the new mega city, and a bonus free bill-shock to every new subscriber.

Job done.

Indonesia has most emphatically, rejected colonial rule. Then in a patent land grab became a colonial power and a genocidal one at that.

Before land-grabbing human rights abusing Indonesia relocates it's capital to New Guinea, it should ratify its conquest with a UN-supervised referendum, and as a referendum, only native-born citizens can participate in!

This would prevent the Indonesia Government from its usual branch stacking with Indonesian migrants that then effectively usurps the will of the enslaved Papuan population!

If they want the concent of the native population they need to consult them with civil diplomacy! Not the tips of bayonetted semiautomatic rifles! And Tiananmen square style diplomacy!

Well done, Dan. you have some interesting ideas there mate some of which would probably work,i.e., millions of bores in sandstone bedrock that filter piped in from underneath, seawater. You've seen how water will travel up paper with one end submerged in water?

And the same principle would apply and given enough depth, allow natural, osmosis to leave the salt content behind!

Deep tunnels would suffice to flood the sandstone strata as far south as the southern highlands And doable in sandstone with just water monitors, very high water pressure and some abrasive sand injected into the flow by just gravity. Be it the bores or the larger tunnels a thousand feet below?

The tunnels wouldn't completely link to the ocean just the moisture it creates in adjacent sandstone? 2-300 metres inland?

I won't tell you what the energy source would be to allow that and all the other infrastructure you've planned, to materialize!

Save that, I believe, you think it could all be financed by a rich Jewish demographic?

As for roads and bridges, and 35 million people of other ethnic extraction?

Why not? We seem to be heading in that direction and selling everything not nailed down to the lowest (foreign investment) bidder!?

And stop being so nice, I'm starting to like you.

We're into continental spanning ocean bridges at the moment, as a new migration path.
No souls lost in rickety boats. And the greatest assistant to a globalised economy.
Also the melding of skin colour into a universal sameness, in the great melting pot of the bedroom.

The tunnels are in place for ocean water transfer. The existing underground labyrinth of uneconomical underground coal mines in its close vacinity.
It's a set piece.

Now we need a plan to house the whole mega city community economically and equitably, that puts a halt to the increasing divide of wealth at the interface of home ownership.
A way to eliminate profiteering banks out of the equation.
