I think we can safely ignore the conspiracy theories of the previous poster.
Getting back to the article. "for a number of years authorities have applied an objective risk management approach to identifying and evaluating the relative risks to the nation's interest from a broad range of hazards." I would suggest that this methodology has gone out the window in the years since 9/11. This has cost us millions of dollars and placed undue restrictions on many of our activities because the various governments want to be seen to be doing something. The writer seems to be more than a little confused. I was glad to also hear from "mox" that Bryant wasn't/isn't the 'real' gunman and mass killer he was convicted of being; and thanks for the heads up on the nasty, conspiritorial gun lobby, mox. Brilliant thinking!

Law and the Constitution are expendable when the few who control the government have their “more important agendas.” Bradley Manning warned us of the militarization of US foreign policy and the murderous consequences, and Julian Assange of WikiLeaks posted leaked documents proving it. Were these whistleblowers and honest journalists, who alerted us to the determined attack on our civil liberty, rewarded with invitations to the White House and given medals of honor in recognition of their service to American liberty? eg It is now obvious that 9/11 was not done on the initiative of a few mad Arabs as the mainstream media has long tried to portray. Large numbers of details discredit various aspects of the official story despite the efforts of "shills" ie paid misinformation agents to debunk them. Seems the primary objective of this act of terror was to justify a "war on terror" which some people in powerful positions stood to gain from.
Another type of planned terror now being exposed has been many of the shootings supposedly done on sole initiative of a deranged "lone nut gunman" In these cases dimwits who can be readily character assassinated and are unlikely to have friends to effectively defend them have been selected and set up as "patsies" to take the blame. The JFK assassination is now becoming widely exposed as one of these. Some others have been obviously arranged by anti gun activists for the purpose of getting tough gun laws pushed through. The Port Arthur massacre was a classic example. Is obvious to many who have studied details that Martin Bryant was not the real gunman and the process of his imprisonment was a gross miscarriage of justice supported by people in high places.
