Well the plans all look good in principle. But some of these verbal commitments may not be worth the paper they're written on.
Yet we have to hope this new President is sincere, and looking for change of direction and a move toward genuine parliamentary democracy. And the only people that can achieve that in Shri Lanka are the Shri Lankans! It was their war, now it is their peace; and arguably a lot harder to win! Rhrosty. I visited Sri Lanka in 2013 for a computer education conference and was impressed with what I found. Delegates toured the host educational institution, the the Sri Lanka Institute of Information Technology (SLIIT), which teaches in conjunction with UK and Australian universities (an echo of the Colombo plan): http://blog.tomw.net.au/2013/04/information-technology-education-in-sri.html

How can you talk about "if everyone is to feel an equal citizen" if some citizens - politicians in their official capacity - have a power to privilege some people to live at the expense of others?
How can you criticise majoritarian violence and worship democracy?
How can you think that the function of government is forced redistributions and criticise political corruption?
How can you talk about the unity of the people when your aim is to divide them into those who will be forced to toil for the benefit of other political favourites?
