Universities now are the vassals of government funding, and much of their work, and, in particular, research is directed by governments and industry.

Hello, if the University is self funded then it can do what it likes. However when it relies on Government funding then expect some direction. He who pays the piper, calls the tune!

When the university is paying its researchers poorly, it has a ethical obligation to share some of the spoils. Sadly, it works in reverse, the highly paid researcher is the one who also gets a piece of the action.
