Sounds like you need to get the guy who understands meeting procedure to chair the meeting.
* * * I suppose on the positive side, we can say this state of affairs provides these academics a safe clean indoors job with no heavy lifting. They have only to keep in good with their paymasters - the state - to make sure the gravy train keeps running. Indoctrinating each rising generation with a steady supply of neo-Marxoid state-worshipping fables should do the trick. Only ask: would anyone voluntarily pay for these people to do this? It sounds typical of some of the profs and lecturers encountered in some Oz university postgraduate classes. They did not present any ideas of their own. In fact, they even got out of giving lectures, as they got students to each prepare and give a lecture on an allocated segment of the course. That meant that students got to know a lot about a little bit of the course, but only a little about a lot of the course.
