In conjunction with restrictions on sales and advertising, sin taxes on alcohol and cigarettes have proved an effective public health policy.

Of course tobacco taxes should be increased heavily. I say another 10 cents per stick just to start with. Thereafter a further 5 cents per stick (over and above inflation) each year. Big increases in pensions and other family type welfare payments, together with some incomes (CUB's in particular) rising at above the rate of inflation have undermined the effect of previous excise increases in their aim to make tobacco unaffordable.

On another note, lets ban smoking in all apartments and apartment balconies. I keep having to put up with the emissions of my neighbour's filthy habits and legally have little a leg at all to stand on, given that I rent from the government bureaucrats seem more inclined to defend feral individuals' rights. Smoke gets in windows, the halls, through wall cavities and service ducts, its disgusting, my real opinions probably couldn't even be printed here. Where are my rights?
