Politician would not tell bureaucrats to be incompetent ! Incompetent bureaucrats provide incorrect feedback to politicians who have to rely on that information. So, if you have an incompetent or corrupt Labor supporting bureaucrat they will lead the conservative politician towards the inevitable.
