I suppose that the reason why men are the only ones charged with sexual assault is because men never take the issue to court for whatever reason- not because according to the current arbitrary definition women don't act out sexual assault. In this way the law is "sexist" or biased against men because men's lack of litigious nature leads to them being persecuted by the law. The state is biased- it is always biased- and things will never be completely fair- perfect equality is an unachievable goal- but history can inform what works best as a stable (and life productive) society.

A life productive activity could be defined as an activity that directly relates to days of human life- this seems to be a reason why Japanese historical culture paid it's workers in the form of bushels of rice. For Japanese- Rice in a sense means Life.

The concept 'Rice is Life' is of course a simplification- but it's instructive- and has comparison and contrast to 'the gold standard' as well as other standards.

Shelter in a stable community needs comparatively less maintenance than the food supply.

If land, water, timber as in ancient times is relatively boundless then food is the main variable- it allows for a number of useful calculations- the amount of rice gives a known number of man days- the number of man days gives the number of man days available to plant and sow rice- which in turn implies truths about the maximum growth rate of the community, etc.

On the other hand engaging our productive capability in irrelevant tasks and activities (such as pointless legal battles) have implications for the value capacity of the community. And can make things harder for everyone- especially the disadvantaged.

If you want everything- you get nothing- focus is important.

Weird laws can subvert survival.

Perhaps foreign agents revel in such tactics.

The ALP does the same thing for their electorates. But we'd have to check the details.
