It used to be common knowledge few years ago.

If a person bought something they would pay $X but if that item was bought for a government department, even with tax exemption the price would be higher $X + $.

I suspect that may still be the case now.

Simple the government purchasers like there Christmas present they get from companies, and the money to purchase items is not coming out of their pocket.
