In SA it is an offence to remove material put out for collection by the council. Once it hits the footpath, all material becomes the property of the council. This highlights another problem with mass importing of immigrants from Third World countries with no tradition of law and order.

For a mere $50,000 each, the non-productive parents of migrants can enter Australia and, after a period, are entitled to every benefit available to those born in Australia, including the Age Pension. The real cost to the Australian taxpayer is between $335,000 and $420,000 per visa holder. In net present value terms, this amounts to between $2.6 billion and $3.2 billion for every annual intake of migrant parents.
