Sorry to say but you get a fail on this one, I believe too many people reading will not know what you are talking about.
You fail to give enough details plus maybe examples of what you mean by "incentive payments to terrorists". You as the writer know but not everyone else does. Just because you don't know what I'm referring to doesn't mean that other people don't keep up with events that don't actually jump up and give them on the bum. You need to do more reading, and try to keep up with events.

It's reported that PA rewards families of terrorists who attack Israel. When confronted on this by the US, the PA said they will not stop. Because of this sitution, the US has made promises (and hopefully acted on those promises) to cut funding to PA. What the funding was meant for verses how it is being used are vastly different, the same sitution exists for any other country that is funding the PA.

Trump seems to be one of the very few politicians who does what he says he will do, so US aid will probably be withdrawn if the PA is arrogant enough and stupid enough to continue funding terrorists and their families when said terrorists blow themselves up killing innocent people. The hillbillies ruining (not running) Australia will probably continue being stupid and giving away other people's money that would be much better spent in Australia. Incidentally, these Palestinian terrorists are paid much more than schoolteachers.

Israel shouldn't get one cent from America, Israel is a nuclear nation who is not party to international nuclear treaties, it's actually stealing from US citizens.
But the US is complicated as Presidents rely on Zionist campaign contributions and also have Zionist controlled media and a powerful lobby. I assume the money is given as part of UN obligations. Don't care for the UN they are the ones more or less deciding our immigration quotas and stopping us from saying 'not our problem, go back to where you came from'. The PA will be able to increase terror payments from $350 million in 2017 to $403 million in 2018. Last year, 50% of total FOREIGN AID went to terrorists and their families.
The US is preparing to stop all aid to the PA until they stop paying and supporting terrorists. What the hell is wrong with Canberra and, in particular, Foreign Minister Bishop?
