Some are, some aren't. When a company behaves as though it hasn't any obligations to society beyond its legal obligations, it's difficult to credibly argue otherwise. And it is for this reason that strong laws are needed.
Not that it would make any difference at all on this issue. Boycotting North Korea, when not part of a coordinated international effort, certainly won't prevent them from developing nukes. Generally boycotts work better against companies than countries.
