The reported assertion, attributed to 'Mr Sumner', that cultural responsibility is a legitimate defense for the inhumane slaughter of seals (or any animal for that matter) is an abuse of cultural practice, values and rights. Cultural responsibility dictates respect for land, fauna and flora and does not encompass the torture, maltreatment or cruel slaughter of animals. While fauna management is a traditional and necessary social, economic and environmental practice intrinsic to Indigenous cultures, killing seals with a boat propeller is not. Furthermore, native title may give rights to Indigenous people to participate in land management, including fauna and flora management, but such rights do not extinguish the responsibility of Indigenous people to abide by laws that govern how land, fauna and flora should be managed.

'Mr Sumner' should be prosecuted under South Australian cruelty-to-animals legislation and he should be rebuked by his community for misrepresenting their custodial obligations to country.

Under OHS rules all Aboriginal honey-collectors need a cherry-picker crane, hard-hat, full face-mask and be registered under the Livestock Disease Control Act and Food Act. All spears for killing invading Europeans must be sterilised and consent orders signed by the victim with JP as witness and Ambulance in attendance.

A boat propeller is as good as his plongyi club or maiming a seal with boomerang. Probably he could walk through town , spear someone's dog and roast it for the missus and kids. Maybe not. If he spears sheep he gets shot, smallpox or poisoned. Duck shooters lawfully assault ducks which may slowly die and don't get eaten , just sport.
Fish are not happy about hooks in their mouth. Maybe anaesthetic darts should be compulsory ..

Griffith Uni did tests using a sharp mulga wood blade on pig skulls. They will do Xrays to examine the damage, which sounds like it's less than the great slice across the front of the skull , dated to 1200s.
