How, Individual, could the Government help increase the percentage of the population who are good at thinking for themselves and thinking things through?

You are missing the point, we do not elect them. If we elected them we would have 57 Labour, 65 coalition, 18 greens and 10 others in the House of Representatives.

I would trust my fellow citizens before the non-democratic Ineptocracy represented by both major parties today.
