That's a metaphor for how badly the Ukrainian military are losing.
And a jibe at how the West acts like it can dictate terms when they're losing and have no leverage, and no ability to change the course of the war on the battlefield
Then talk as though they are winning, when they don't get to actually dictate anything..

The Ukrainians can't take back territory.
The lack the manpower, lack drones, lack air support.
The Russians just attack along the front with small groups of 3's 6's and 9's. guided by surveillance drones, then other drones sometimes optic fiber drones which can't be jammed attack any Ukrainian positions, as well as create an entire killzone across a wide area and ambush any infantry fighting vehicles or support that comes to provide assistance or reinforcements to Ukrainians under siege along the line of contact and the small Russian teams overrun the Ukrainian positions.

Don't forget the TOS systems, the FAB glide bombs and Iskanders.

And using sea drones on Russian oil tankers has just ensured that Russia likely will take Odessa, and Ukraine will lose it's ports and become a landlocked country.

Ukraine aren't going to surrender territory which is now Russian by the Russian constitution and even Putin cannot bargain it away, so Ukrainians will just have to keep dying for nothing until Donetsk, Zaporizhzhia, and Kharson are liberated at least.

When you're down on the canvas getting your face punched in you'd don't have the option of saying,

I could make that argument, but you don't know if a particular place that was hit was an actual military target, or whether it was a falling missile or interceptor.
