Authorities are required, by laws, to declare a Terrorist act if the evidence warrants it. The judiciary are also part of the processes.
The stabbings by Cauchi the christian may well have been followed by sectarian/religious Copycat
stabbings (at the Wakeley Assyrian Eastern Orthodox Church) yesterday by a 15 year old.
Authorities are now MOST PROBABLY trying to avert Revenge attacks against mosques and other muslim institutions or individuals in Sydney or in towns/cities where others might wish to retaliate.
Burning down institutions at night has been a sectarian violence tactic worldwide.
Also rightwing extremism is probably being kept an eye on - opportunist acts wise.
