I still don't get it. So farmers would be worse off. More women work in agriculture, so lets donate to women?

Why is gender relevant? Why is it more important to donate to women, and not just donate to the agricultural workforce? The same people get the money, but based on their circumstances and needs, not based on the less accurate gender determination.
