If Obama wants to stop history repeating itself he is going to have to move international climate negotiations out of this unproductive cycle.

Christian Downie suggests that the science of climate change has changed enormously since the uncertain days of the early 1990’s to one of near certainty today. How can this be? The IPCC, its methods and conclusions are under attack as never before. Its predictions are continually being shown to be too extreme as the earth fails to warm, the oceans cool (since 2003), global sea ice cover is back to its long term extent (and Antarctica at record levels), CO2 is not increasing exponentially, the accumulated cyclone energy index is at 30 year lows and temperature is shown to correlate much closer with solar activity than it does with CO2. Thousands of independent scientists are speaking out against the IPCC dogma and the alarmist researchers who now see their theories based on computer models being challenged by the real science of observations. And the alarmists become more strident in their claims for fear that their gravy train of unlimited research funding may be derailed. Fortunately opinion polls seem to show that the man in the street is increasingly sceptical of the whole AGW dogma, and he is certainly far ahead in his thinking than these researchers, and the politicians, bureaucrats, commentators and other rent seekers who follow their lead.

Then they concluded nonsense. Either climate change is occurring or it isn't: there is no 'chance' about it. The figures are in, and they are available on the web for anyone to examine. If global warming is occurring then there should be evidence of it, and so there is -- up to 1998. After that, no evidence of warming because no warming, therefore no 'chance' of warming during that period. To argue that there is a 'chance' of warming resuming, the IPCC has to explain why it has currently stopped: they have had a decade to do this and they have totally failed to do so.

And until they can explain what caused the warming to stop they have no credibility whatever in trying to explain what caused it to start.
