Gordon Brown's recent speech on a Bill of Rights for Britain should be compulsory reading for Australian politicians.

Ingenuity is never far from us.
What a Great Idea!
Let's have a Bill of Rights and Responsibilities. I second that Arjay.
Enact it through a constitutional panel of learned colleagues accountable to parliament.
And while at it, enshrine in those Responsibilities the highest: The adherence to a standard of quality by the Government of the day. And I propose one already: Anyone caught with stupid question time answer should pay 100 bucks in the cookie jar. Over time we could nicely gain back those perks we give away to MPs.
