If the United Nations is to continue then it needs to represent all regions of the world.

skellet what is being proposed is a limit on the number of votes. That is, you only get a certain number of votes so you may not vote for an issue or you can put all your votes on one item. Each year you get a new lot of votes and you do not have to use them in anyone year but you might decide to wait for an issue which is of great interest to you and so you use all your votes on that issue.
