Independence and democratic government may not solve the problems of its people - witness East Timor.

A failed state is a state where tribalism, not democracy, is the strongest reason for that failure.
Perhaps democracy can only exist in nations where all recognise the same culture and rules.
I doubt that democracy will ever succeed in the Middle east, Africa or wherever there are war lords or chieftains.
Maybe democracy is only a figment of our imagination anyway.
