Howard learned from history. If you keep the population scared(of the bad guys) and then promise to protect them from harm, then you can take away their freedoms.
This way of governing (misgoverning) was used a long time before hitler and co. came on the scene, it is used in the USA, Uk and Australia.
Unfortunatly the ALP does not propose an alternative way of governing, just a slightly different flavour.
