AI: the regulators want a kill switch, the investors want to restrict competition : Comments

Artificial intelligence has been under development for 70 years. Why, just as it becomes commercially valuable, are we suddenly being told it could extinguish humanity?

As with nuclear warfare, AI will ultimately exist in a similar zone of insecurity for humanity to deal with—much of it beyond the complete control of the human institutions that may wish to govern it entirely. There will inevitably be rogue players who seek to circumvent or manipulate the rules.

So, who should we fear most: the technology itself, or those who acquire the power to direct it?

AI may therefore present a paradox similar to nuclear technology. It could become too powerful and too widely distributed for any one set of rulers to completely govern its outcomes. Yet the attempt by governments, corporations or other institutions to achieve such control could itself create another danger: the concentration of extraordinary power in relatively few hands.

The challenge may consequently be less about achieving total control of AI than about developing institutions capable of managing a technology that no institution can ultimately control completely.

The nuclear experience offers a sobering precedent. Humanity did not eliminate nuclear weapons; it learned, imperfectly, to coexist with a technology capable of catastrophic consequences. AI may require a similar recognition—that technological power cannot simply be wished back into the hands of those who believe they can safely govern it.

The central question, then, may not be whether AI is too dangerous to exist, but whether human beings can prevent either the technology itself—or those who control it—from becoming an unaccountable source of power
