Australia was at its peak in the 1960s, and has been going downhill since the 1970s.
Perhaps the author means ‘not finished yet’ - as in finished off, not as a well finished object.
“Why not ask Australians” what to do? Because you would get a big “dunno”. You would be asking the same Australians responsible for the governments who have buggered up the country. Besides, there are so many different people here now, so many different beliefs and ‘cultures’, that there is no possible chance of consensus.
The author's “cohesion and belonging” is non-existent, thanks to multiculturalism and mass immigration. It might be a “great land”, but that’s nothing to do with the quality of the people. There is certainly “diversity”, but not a lot of “adaptation” from incoming hordes. In fact, the political class demands difference, a la multiculturalism. Our “heritage”, British, is frowned upon and insulted.
