A second chamber makes governments more careful about what they propose – without one they can exercise control unchallenged.

As a several times victim of crime I find very infuriating to have to listen to those ignorant & largely academic experts about feeling upset at incarcerating youngsters.
What these idiots don't seem to understand is that whilst in custody they can not commit another crime !
Locking them into a 4 Star motel is not punishment for crying out loud, working towards paying some restitution is !
Out in every weather for a few hours & no TV, no gym etc & these little craps will walk out with a better mentality than when the walked in.
The honing of criminal skills is the most wrong thing that happens in those 4star institutions !
