Ottawa requires dependable very high-quality heat in its bitterly cold winters. It truly becomes a matter of life or death, especially for the elderly or those with illnesses who are susceptible to the cold.

Tom, the purpose of the restrictive energy rules is not to look after Ottawa, but for Trudeau to do victory-laps in the German Climate Club. Ditto with Albeau of Australia, but fortunately Canberra isn't so cold in winter.
