Australia's disaster relief strategies are underpinned by a cycle of underinvestment in resilience and adaptation. It's been estimated by the Productivity Commission that 97 per cent of all-natural disaster funding in Australia is spent after an event.

Certainly a lot of handouts are needed.

I know a farmer on 3,000 acres, with little debt, worth millions of dollars, newly on the receiving end of about $375,000 in disaster relief handouts and low-interest loans (0.8% over ten years, no repayments in first two years.) Only the gubbas could come up with this kinda shite.

Resilience is the new bureaucratic buzzword, just as "ecology" was in the 1970s, "global warming" was in the 1990s, "biodiversity" in the 2000s, now "resilience", and never forget "ecologically sustainable development".

So in your application for a handout to buy a new horsie arena and horsie trailer complete with owner's bedroom, kitchen, toilet and shower on the front, never forget to say:

"This natural disaster has caused huge financial and personal distress, and I polyamourous black lesbian with depression and very kind of dysphoria. The funds will go to urgently needed on-farm improvements to resilience (what else?), biodiversity, ecologically sustainable development, emissions reduction, gender equality and promoting anal sex."

I know of Bureaucrats who receive such handouts, oops, salaries ! And, they don't need special application forms, just an ordinary timesheet !
The taxpayers get more in return from that farmer than from the bureaudroids !
