The pressure of sanctions, long shown to be ineffective in having any actual impact on Pyongyang's weapons program, would continue, albeit in a more targeted way.

Needs negotiation of a proper peace treaty to formally end the Korean War, which the US has obstructed in the past. Also stopping regular US led military exercises near North Korea which are likely to turn into an invasion if NK dropped their guard. Noting the record of destruction by the US in other countries recently, the North Korean leadership is well aware that the most effective deterrent against US bullying is having the capability of retaliating against US assets with nuclear weapons. Would be foolish to come to an agreement to give them up considering the US record of making agreements and then being the first to breach them if think they can do so with impunity.
