And if the goal is to spill as much innocent blood as the limited funds/aid will allow; then I suppose those sending wave after wave of entirely indiscriminate rockets, would see it a value adding?

There will be a passage from either the Koran or relevant Hadith that would entirely justify the use if 'aid' money's in this way, to achieve the goal of the organisation. It would be a 'Halal' use of jizra from the dhimi.
