Woodrow Wilson did not as the article claims decide to stay out of the League of Nations. The opposing Republicans led by Henry Cabot Lodge kept the US out of the League. However, Woodrow Wilson introduced the idea of self-determination to diplomatic parlance, that is, nations should be formed on the basis of a unity of ethnicity or religion. That is the basis on which the Austro-Hungarian Empire was broken up after WW1. I suspect that part of Wilson's motivation was his racism which was mentioned in the article. If the various peoples of the Empire would have their own country they would be less likely to emigrate to the US and dilute the Anglo-Saxon majority. With the exception of Czechoslovakia all the successor states to the Empire became fascist. If a country is formed on the basis of ethnicity or religion those citizens who do not belong to the basic paradigm are likely to become second-class citizens. Wilson's idea of democracy was rule by white Anglo-Saxons. I imagine he would be appalled by President Obama.

davidf you may also be interested to know that it was Woodrow Wilson who signed away the right of Congress to create new money and initiated the private US Federal Reserve. Wilson was later to regret that decision.
See 'The Creature From Jekyll Island' by Edward G Griffin. The takeover of the US Govt by these financial parasites was planned in 1910 and we all suffer today because of that decision. JP Morgan, the Rockerfellers etc, put before Congress a bill that would seemingly solve the money instabilities of that time. This Bill initially gave overriding power to Congress but the private banks would be partners. Once the banks got a foot in the door, over the years they changed the Charter of the Fed Res to give them total power. It is interesting that William Jennings Brian who ran for President during the 1890's Depression to fight these money parasites, voted for this Federal Reserve Bill. L Frank Baum the Author of the Wonderful Wizard of Oz accompanied Brian in his campaign to bring back silver as a currency The Bankers in 1873(known as the crime of 73) replaced all the people's cheap silver money with their gold and thus assumed most of the wealth. Baum wrote the 'Wonderful Wizard of Oz' with much hidden meaning. The cowardly lion represented William Jennings Brian who with his oratory powers, was called "the Lion" In the book Dorothy had silver slippers and walked through 7 hallways and 3 flights of steps.
