Does the mining industry in general need a royal commission into its links to government?

The multi-billion dollar Wiggins Island Coal Terminal (WICET) project under construction at Gladstone is owned and will be operated by a private consortium of coal companies (see http://gateway.icn.org.au/project/1692/wiggins-island-coal-terminal). Combined with the coal seam gas and LNG projects and the largest dredging project in the Southern Hemisphere with a total of 46 million cubic metres of spoil to be disposed of in the Great Barrier Reef World Heritage Area, the development cost of works underway or approved, stated at $100 billion, is probably conservative.
