We don't have to do anything about Israel's nukes, because I really can't see the Israelis giving the damned things to terrorists. They are purely defensive, and the last line of defence of Israel.
And yes, they were almost used once before. When the Arabs tried to destroy Israel in 1973, and with the Israelis confronted by their collapsing front lines, they began powering up their nuclear armed "Jericho" MRBM's. This activity was spotted by the satellties owned by the Americans (that you hate so much) and the information was relayed to President Nixon.
Nixon got on the "hot line" to Brezhnev, and he asked Brezhnev to warn the Israelis that this was not on. Brezhnev contacted the Israelis, and he promised a nuclear strike by Soviet forces on Israel. Meanwhile, the Americans that you hate so much told the Israelis that they would not interfere to protect the Israelis in the event of a Soviet nuclear strike.
In other words, put the damned things back in their cages.
Whether or not a nuclear war almost happened in 1973, is something that can be left to the opinions of historians. Because fortunately for the Israelis and the Arabs, the israelis, through the most heroic endeavors and good training, turned back the Arab assault, so the nuclear weapons did not need to be used.
But the threat to the Arabs is still there and it was underlined by the events of 1973. Leave us Israelis alone. If you try to exterminate us, we will take you with us. This attitude is different from the Arab point of view, which is to use nuclear weapons offensively, even religiously, not defensively.
