As for your "if we are extremely lenient towards them, they'll be good to us and integrate" argument;
Which highly criminal Islamist-inhabited town, hate crime against a Kaffir, Muhamad cartoon riot, or other example of non-integration of a successful immigrant of poor character would you like me to describe for you first?
My way- again- fast application of tests, strict character entry grounds; anyone that appears to be of poor character, religious fundamentalist, or follows a culture of tribalism, violence or other attribute that would be incompatible with Australia will be judged in detention- anyone who is not can be judged in the community. That way any psychological damage during detention is minimized, and people that should not be allowed in are immediately deported.
As for whether the rioters should fail their character tests;

We are gambling my safety from a pyromaniac, on solely the argument that the pyromaniac might not feel so inclined to resort to violent extremes in the future if he got his way now- to which my examples would merrily point otherwise.
I'm amazed how some people are seriously expected of themselves to give up their own rights to safety and liberty at the hands of those rights of a nutcase, because that nutcase is the squeakier wheel.
