You state that systemic discrimination is afoot but fail to say it applies to the overwhelming majority of disabled Australians. You say that we have some way to go before we are fully just and inclusive but you fail to say how far that really is. The discourse around disability, as evidenced in this article and in all the thousands like it, belies the fact that in the disability sector, we are in this country just coming out of the cave. We have third world service provision because we have a budget that provides for a tiny fraction of the need. I agree, however, that we must have 'ongoing structural and societal transformations' and we will get the chance to bring this about later this year, when the Productivity Commission recommends the introduction of a National Disability Insurance Scheme, which this country must provide.
