You are right on target, Jenny. There are excellent teachers out there, but their achievements are weakened by the number of "ordinary" teachers, who are doing their best, but their 'best' is not good enough. For the good teacher, prestige, respect and the knoweledge that they are making a difference is far more important than salary (although this should be, and is, quite reasonable). A former policeman turned teacher told me how many procedures/interviews/examinations he had to go through before being accepted as a police officer, and so few to become a teacher.

The Federal Government does not need to hide behind the "State Responsibility" argument as it has responsibility for Higher Education where the training of teachers takes place, and this also allows it to step across the public/private divide. Through the NSW Quality Teachers Awards Program (QTA) we have identified the qualities of an excellent teacher that could be used for a rigorous selection procedure and follow up during a career.
