The Obama administration's proposed $10.25 per barrel oil tax adds up to approximately $32 billion a year, and critics are coming out of the woodwork in defense of both the oil industry and end users who would foot the bill.

The fundamental problem with oil prices is that the highest price the
economy can afford is lower than the lowest price the more expensive
producers can sell at.
Producers such as tight shale, oil sands, deep ocean drillers must sell
between $70 for tight shale, $90 for oil sands, and heaven knows how
much for deep sea drillers.
These figures are wrapped in mysteries for commercial reasons but as
the number of active drilling rigs in the US in August 2014 was 1600
but today it is 548 tells its own story.
The marginal producers are going bankrupt in increasing numbers.

The consensus seems to be that the price will stay low for all this year.
In this condition the worlds GDP will continue sagging down to zero.

If the price rises next year it will continue rising as the glut is
sold out but demand will continue falling as the economy cannot
afford the rising price.
A major recession will be triggered by 2020 unless cheap oil can be
accessed somewhere.
It can take five years to bring a field into production.

These are the conditions that can produce the Seneca Collapse.
